Robbers write Lagos residents, demand Christmas dues

Some suspected armed robbers have written some Lagos residents urging them to prepare to pay season’s dues to them on a date not mentioned.
Residents of Joseph Harrison Estate, Yaba  area of Lagos State got the letter from the bandits on Wednesday notifying them of their impending attack to collect their “dues” for the festive season.
It was gathered that the letter was placed on the vehicle of one of the residents and was discovered in the morning when he was about to wash his car.
“We are coming this week to collect our dues and to visit you tenants and landlords of Joseph Harrison Street in the week. If you like go and bring police or soldiers, we are coming to perform our duties.
“If you cooperate, we will not kill, but if you fail to cooperate, blood will flow,” the letter said.
A check at the estate on Tuesday revealed that sterner security measures have been put in place to protect lives and properties in the community.
Chairman,  Community Development  Association, Mr. Bolanle  Akinyemi, said the estate had enjoyed some peace for a long while as it was protected by guards and the police from Sabo Police Post.
“We are also mindful of the slum that surrounds us and we have been conscious of suspected criminals,” he said.
“No one has received such letter before, but there was a case in 2013 when a company in the estate was robbed,” he said.
The chairman said they have reported the threat to Sabo Police Division and more guards have been engaged at the estate.
Concerned residents urged the commissioner of police, Fatai Owoseni to deploy more men to patrol the estate regularly

Kaduna govt. labels Islamic Movement in Nigeria an 'insurgent group', vows to prosecute Sheikh Zakzaky

The Kaduna State Government has officially labelled the popular Islamic Movement of Nigeria, IMN, an insurgent group.
This is contained in a White Paper released by the state government on Monday in Kaduna.

“For all intent and purpose, the IMN is an insurgent group and ought to be treated as such,” the government said in the white paper.

The government also said the detained Shiite leader, Ibraheem El-Zakzaky, will be held responsible for all acts carried out by the group’s members.
Briefing newsmen on the white paper, media aide to the Kaduna State governor, Samuel Aruwan, claimed “All IMN members and its leadership are jointly and severally liable for all violations of the law in the last 30 years, and are therefore responsible for the clashes and its consequences.”
“Members of the IMN owe absolute loyalty to Sheikh Ibraheem El-Zakzaky,” the white paper states. “He therefore bears responsibility for all the acts of lawlessness committed by the organisation and should therefore be held responsible, fully investigated and prosecuted.”
The state government claims the commission did not consider the years during which the activities of the IMN in Gyallesu had threatened peace and security.

The white paper also rejected suggestion that the burial of the victims did not conform to the law.
“Government observes that its officials complied with the Burial Law of the State. Section 7 sub-section 1 of the Burial Law Cap 20 Laws of Kaduna State Government 1991 requires the burial of persons who die in this type of circumstances within 24hrs. The Interpretation section of Rule 115 Geneva Convention also states that in circumstances of this nature, dead bodies could be buried in a mass grave.”

Aruwan noted that the white paper also rejected the Judicial Commission of Inquiry’s view on actions taken to clear structures at the scenes of the clashes, saying the debris at the Hussainiyya Baqiyatullah and at the residence of Sheikh Ibraheem El-Zakzaky were removed on the grounds of Public Health and safety.

“All the IMN buildings that were demolished were constructed without statutory title and building permit as required by the Land Use Act and Section 26 of the KASUPDA Law No.12 of 2015,” he claimed.
In the white paper, the state government also indicated it may not prosecute the soldiers involved in the killing of over 300 members of the IMN in December last year, but may leave their prosecution to the federal government.

The Nigerian Immigration Service (NIS) will launch a control centre for online border monitoring by next year and also activate complaints centres. The Comptroller General of Immigration, Mr. Mohammed Babadede, unfolded the plan on Monday in Abuja during the decoration of 41 senior officers, including 14 Assistant Comptrollers General of Immigration. He also decorated 38 Comptrollers of Immigration, including the Service Public Relations Officer, Mr. King Ekpedeme. Babadede described the occasion as one that would spur officers to brace up to defend their ranks and change their orientation to face the challenges of recent times. He told the officers that migration had assumed a major problem and advised officers not to allow Nigeria to become a victim. “We must patrol and protect our borders to curtail irregular migrants so as to fight terrorism,’’ he said. He also told officers to ensure proficiency in allowing foreigners because many of them have taken over Nigerian jobs. “We are so careless and so foreigners have taken over our jobs, including driving taxes, taken over both the mining and oil and gas sector. “You must change and bring about better Nigeria.’’ He advised officers to adapt to the change mantra, positive attitudinal change canvassed by the government, saying: There must be tangible change. It’s not going to be business as usual.’’ Babadede advised officers to eschew corruption and see themselves as gatekeepers and first point of contact with travellers who are both Nigerians and foreigners. “Passengers expect warm welcome from immigration officers. These passenger have gone through stress and demand careful and good reception. “Stop demanding for money. Change is within and I expect you to change. “ Even the way we issue passports. By next year we must give time frame to issue passports and visas.’’ He said that the promotion was based on performance, not lobbying or passing the promotion examination, so the service expected good character. He explained that promotion examination would be conducted digitally beginning from next year and not the present analogue system. With the promotion, he said that the Service was gradually solving the problem of backlog in advancement. No fewer than 5,000 officers have been promoted since he assumed duty. Mr. Adamu Mumir, an Assistant Comptroller General, thanked the government for the gesture and explained that recipients were aware that promotion was a call for more dedication, efficient and effective service. “To whom much is given much is expected,’’ he said.

“It was learnt that she was forced to remove the foetus because the family members were not comfortable with her relationship with the man who impregnated her.
“Since then, she had not been herself both in composure and behaviour until she was found dead,” a source disclosed.
However, the Delta State Commissioner of Police, Zanna Ibrahim, said he was not aware of the incident.

Earlier this year, WhatsApp announced that it had a user base of more than one billion; that is, one in seven people on earth.
People all over the world have been using WhatsApp for numerous purposes. The popular messaging app, since then has added a host of new features with improved speed, security, reliability and simplicity. With such a huge user base, it is one of the most popular messaging apps.
WhatsApp has also just added a video-calling feature to the app after a series of beta tests. A rise in the app called Snapchat and its Stories feature, from Instagram to Facebook, and now even WhatsApp has tried to clone it. In the new WhatsApp’s Beta app on iOS and Android, there is a new ‘Status’ tab where the ‘Stories’ can be put and seen before it disappears 24 hours later. The new ‘Stories’ feature is only available to a select few who operate on a jailbroken Apple device or a rooted Android smartphone.
The messaging app just updated its messaging app on iOS and has made it possible for users to send and receive GIFs. Though a bit late to the game, it actually does a little more than just supporting animations. Users can send GIFs stored in the device memory as well as search Giphy’s large library and find animations to make your chats interesting.
All these new features to stay relevant in the ever-changing tech world have made WhatsApp even more popular. The company earlier announced that it manages over 100 million voice calls every day on the app, that makes it more than 1,100 calls per second. It has even upgraded the desktop versions of the app. Here are five latest features that you can try out in WhatsApp:
 Video calling
WhatsApp just confirmed that it is rolling out the video calling feature across Android, iOS and Windows. You will now be able to see ‘Video Call’ and ‘Voice Call’ choices when you tap the top dialler button. A new dialog giving the option between a standard voice call and a video call will appear.
GIFs
The messaging app has rolled out support for GIFs support for iOS users with the latest version of the app. The 2.16.16 update allows you to send videos (six seconds or shorter) and Live Photos and GIFs. You can search the Giphy library to search for GIFs to send to your friends on your WhatsApp.
 Tag
You can now tag others in the contacts within a WhatsApp group. You will be able to do the tag even if the people have muted the conversation. You can avail this feature by typing @ and click on the contact you wish to tag from the appearing list.
 Picture edit
In the new update of WhatsApp, you can doodle on as well as edit on the photos before sending them to your friends. When the conversation tab is opened, you can tap on the camera button and click on the image from the camera. You will get a few icons on the top right, and you can choose to either crop the photo, draw a doodle, enter a text or a sticker to the photo. Then the picture message is ready to be sent.
 Most viewed
There is an interesting feature in WhatsApp, although sadly it is only available to Apple devices as of now. Android owners may have to wait for a while. If you have iOS, you can go to ‘Settings’ and then select ‘Account’ and then ‘Storage Usage’. There, you will be able to see the total number of messages at the top of the page and also a list of chats, which are ranked according to the number of messages sent to the number. This helps you see who is your ‘best friend’, as in, to which contact have you spoken the maximum number of lines.
